The issue of the case encircles around the fact; whether a private corporation i.e the Dow Chemical Company which has received threats with possible administrative cancellations of some particular herbicides that it especially manufactures and does induce through certain government orders. In order to disclose all forms of notes, reports, different working papers and most importantly the raw data related to on-going imperfect animal toxic based studies so that the information can further be evaluated considering its latent usage especially during the cancellation hearings (Dow Chemical Co. v. Ebling, 2000).
